definition. when you fill up good evening, i'm ann notarangelo. if you drive it's hard not to cringe when you fill up your gas tank these days. prices at the pump are skyrocketing. it's one of the biggest spikes in history. can anything stop the surge? don knapp on the emergency oops. don. >> reporter: it is getting scary at the pump and folks are wondering how high will it go, how much will it hurt, how much can be done. the feds are talking about something that might be done. >> the gas is just out of control no matter what:no matter how much money you have or don't the price is out of control. >> reporter: a 33-cent increase in the price of gas is one of the biggest on record. the average price is now $3.51. but that looks like a bargain to californians who are paying much more. $3.93 a gallon. >> i'm putting 91 in, i'm paying $4.01. >> reporter: should the government step in.

>> we've got to make some kind of move right now. whatever kind of move we can make in terms of a foreign policy, foreign trade, anything like that. >> reporter: worry about the oil producing countries in the middle east shoved it above 100 adds barrel. now it's nudging the obama government towards tapping the reserve. >> the issue of the reserves is one we're considering. it is something that only has been done on very rare occasions, there is a bunch of factors that have to be looked at and it is not just the price. emergency supply. when it was tapped in 2005 oil prices dropped 9%. tap it now? >> i think it's time and i think we need to look into other sources of energy as well. >> reporter: the kennedy center la alexander says that's not the time. >> i'm buying an electric khartoum and that is plugging

me into not sending money overseas to people who try to blow us up. >> reporter: it holds 726 billion, sorry, 726 million barrels, that's almost a r 3/4 of a billion barrels of oil. it might make some money for the federal government if they sold it at $100 a barrel. don knapp, san francisco, thank you. the murder was so gruesome so nobody could identify the victim. now 31 years later they are opening the cold case. they are releasing forensic renderings of the victim. he was in his 20s, 6 feet tall with blonde hair and he had 11 ribs. most people have 12. part of his burned body was found in a gutter in oakland in 1980. police are trying to determine his id so they can focus on suspects who also killed two other when he new. in the east bay police appear to have an armed serial robber on their hands, four 7- eleven stores in concord and

walnut grove have been robbed by a man matching the same description. they have released this photo of the suspect and say he robbed at heaved one of the stores in that city. a reward is being offered tonight for the murder of a sikh man near sacramento. two men were shot while walking in elk grove friday. one died, the other is in critical condition. the council on american islamic relations is offering a $5,000 reward for information. they say the hate needs to stop. >> last fall a sikh cab driver was attacked and you know people yelled racial and islamic obscenities at him, so we're just at this moment we're not sure, but we just want to show our support to the sikh community. we're just trying to be proactive. >> police are not officially classifying this as a hate crime but they say there is no othere motive. a man dies in a car

accident. the driver lost control of her dodge neon and veered in the on coming lane, hitting several cars before she was broadsided. investigators are looking into whether speed, alcohol, or the rain were factors in the crash. a jackknifed big rig had traffic on the lower deck of the bay bridge snarled for hours this morning. the safe way truck crashed on the eastbound approach to the bridge just west of 1st street. even after it was removed three lanes remained closed while caltrans crews cleaned autopsy fuel leak. the driver suffered minor cuts on his face. garbage collection costs are expected to rise significantly in san mateo. beginning april 1st the cost to pick up garbage and recyclables will rise 23%. that's nearly $10 for a typical home with a 32-gallon container. they are expected to give final approval to the increase tomorrow night. one man's trash is another

employers rallied today in support of a "domestic workers bi singing ] . >> domestic workers and their employers rallied today in support of a domestic workers bill of rights. the bill guaranteed that they would have paid leave and overtime for privately employed nannies, aid workers and caregivers. they say guidelines are needed to prevent abuse, mistreatment and labor violations. the mobile food truck phenomenon shows no sign of slowing down. now san francisco is making it easier for operators to operate. linda yee is there where vendors are lined up for a

permit to apply tomorrow. linda. >> reporter: yeah, the food truck business is certainly heating up. there are more than a dozen of these potential food vendors out here camping out in the rain, they want to be part of the first group to get these first new permits, there is a whole range of food vendors out here. we have people that are going to be offering the soup, there are going to be people with -- that have grilled cheese sandwiches, vietnamese sandwiches, each vendor will pay up to $3,000 for their permits, that's about $7,000 less than their predecessors, and they will be able to get up to 7 different location, now the department of public works say that their office won't be open until tomorrow morning, there is no limit on how many permits they are going to be offering but there is a really important reason why these people want to be first in line. >> it's all about location you know. there are spots in the city that are going to be up for

sale which could make or break your business. >> reporter: for example? >> well i can't say. we're all -- >> reporter: give me a hint. >> well you know if you're serving late night there are going to be spots near the mission with a lot of clubs that don't have a lot of food which we're going to be able to pull up on the corner and sell to the hungry masses. and also, there are sections of the financial district in downtown. >> reporter: so what do we have? >> there will be rules. only 1 food truck will be allowed per block and they can't be selling the same type of food as a standard brick and mortar restaurant so they have to stay within a -- outside of a block with those types of locations, all of the processes have now been streamlined, that's why these people are waiting in line. they only have to do one-stop shop, they don't have to go to the police, the fire or the health department. they can do everything here, that's why they like it, they are going to be starting this process tomorrow morning. >> putting up with the rain overnight, aren't they. >> they are willing to do it

20 cats rescued from a storage unit in southern california are now available at the peninsula humane society. they were among 250 cats found roaming freely in the 600 square foot unit. these have been checked out and are ready for cuddly homes. there are still 19 left. lawrence is back here talking about this rain, is it the rest of the week or hit and miss? >> kind of on and off all week. we're seeing scattered showers, a drippy day, nothing really heavy but a constant light drizzling. we continue to see that tonight. over the city of san francisco, some fog out there along the transamerican building, you can see that up there as well. more scattered showers continuing outside. the heaviest has been falling in parts of the north bay. let's get you in for a closer look now. you can see some of those moving on shore at this hour, towards santa rosa, scattered showers there, up towards st.

helena, cals towing a, in toward the central bay, we have more scattered showers, really some kind of hit and miss light showers showing up around the bay area, continuing to make their way into the part of the east bay. we have seen light amounts there, 8 high school of an inch in toward the san jose area. you get the idea. you got the moisture there too. it continues to move in off the coastline, not a huge storm system, on and off, wet throughout the day today, this added some pretty impressive rain totals. we're now at 111%, still got work to do in san jose, 81% of normal, but the sierra snow pack is looking fantastic, i think we're okay with our water supply for the year. temperatures around the bay area fairly mild, a lot of subtropical moisture moving in overhead, we had some 50s, even 60s for highs today. around the state you'll find more scattered showers in parts of northern california, you want to head up to the high country in the snow, bring those chains with you.

likely going to see some more snow up there, we look towards tomorrow, winter weather advisory also in effect, as we head into tuesday, wednesday, looks like that goes into it. you can see the subtropical moisture, you can see the tap, going to move out, cooler air moving on in, more rain overnight tonight. scattered white showers. a little system that wants to clip us a little later in the day by tomorrow afternoon, all right. computer model rolling forward to 7:00 this evening, you see those scattered showers, nothing real heavy but keep things wet op and off throughout the night tonight, in toward tomorrow morning, doesn't look like a whole lot of wet stuff for the commute. from all the water we have seen over the past day or so, as we head toward the afternoon, watch what happens in the north bay. you watch the clouds beginning to gather again, scattered showers showing up, could get things a little bit wet outside. plan on 50s, maybe some low 60s in toward the san jose area.
